Concrete Underpass to be Transformed into Public Park

Melbourne is scoring a new $8-million public park underneath a busy overpass, transforming a derelict pedestrian space into a community hub. The City Road Undercroft will be a sprawling 5,000-square-metre public park, bringing skating, sport and greenery into a part of Southbank that’s long been overlooked.

Lord Mayor Nick Reece said it’s about “transforming an under-utilised eyesore into a game-changing asset in the heart of Southbank”.

Positioned just a short walk from Boyd Community Hub and smack bang between the CBD, Crown Melbourne and the Arts Precinct, it will feature:

  • street-style skate park and plaza
  • roller skate rink winding through planted areas
  • bouldering walls tucked between columns
  • courts for basketball and netball
  • quieter corners for people who just want somewhere to sit, have a coffee and take it in.

The design leans into what the space already is, rather than trying to hide it. The concrete structure becomes part of the experience, with lighting, planting and activity working together to make it feel safe and inviting at all hours. This approach, turning the space beneath roads and rail lines into active public places, is picking up pace globally. For Melbourne's Southbank, the government welcomes the opportunity for a public space. "It's one of Melbourne's fastest growing areas, but open and green space hasn't always kept up. So, we're doing something about it," Lord Mayor Nick Reece said.

Construction is expected to begin in late 2026, subject to final approvals.
